[OPEN-ILS-DOCUMENTATION] Suggested main DIG page reorg

Nice and clean.  After staring at the DIG "home page" for a while,
however, I wonder if it might help to rearrange two items.

I would like to swap "How to Participate" with "Documentation Resources"
since the former, while important, is something you click on a few times
when new and then never again, whereas the latter is likely to be needed
frequently by active participants as well as researchers.

What do you all think?
