[OPEN-ILS-DOCUMENTATION] DIG Meeting "Handouts"

Attached is a slightly expanded version of the Cataloging Chapter
outline.  I also rearranged the sections to what is hopefully more
logical order, and added some thoughts about whether some sections
should be subsections, etc.
