[OPEN-ILS-DOCUMENTATION] Open Source Style Guide from Conference

Sounds like they "heard" us talking on the 10th!  Seems like the more standardized we get the more benefit for all, and we could start with the structure, then tweak/addendums or sections for EG specifics. I think it sounds like win win, but will defer to the consensus.
