My (limited) understanding: It refers to whether or not the event is created
by user action directly, like PO activation, or some confluence of
circumstances like my held item being on a shelf for X number of days.

If you don't specify a filters file on the command-line (or crontab entry),
then you get everything (subject to other selectors like granularity). So
it is not necessary to add it to the json file unless all your A/T entries
rely on a json filter file.
