[OPEN-ILS-DOCUMENTATION] Update for SIP setup instructions

Hi folks,

I've updated http://open-ils.org/dokuwiki/doku.php?id=evergreen-admin:sipbecause
permission numbers have changed from 1.6 to 2.0; the new code for
granting permissions to the SIP group should work on both 1.6 and 2.0
because it doesn't use permission numbers.  We should probably update the
docs as well.
