[OPEN-ILS-DOCUMENTATION] Release notes for 2.1

Hi,

I'd like to start a discussion of the release notes for 2.1, which will be cut soonish, for some definition of soon.  The first release candidate for 2.1 was cut, by the way.

Mike has offerred to put together a trimmed change log as a starting point, and I'm willing to help a bit with the drafting, but I'd like to find out if DIG members are willing and have time to help out, what you need from the developers, and how you would like to organization the process.
