[OPEN-ILS-DOCUMENTATION] Updated circ documentation

Hello all,

I've updated the patron-related circulation from v. 1.6 to 2.2[RC1].  It's basic, but hopefully enough to get a library started!  It's attached in Word format.  Sorry, I don't know AcsiiDoc.

Hopefully I'll have more to submit in the next several weeks,
