[OPEN-ILS-DOCUMENTATION] Org unit section - add note about running autogen

I would like to add a section to the end of Chapter 13 about running "Autogen.sh -u" after making changes to org units.  The install docs mention it, but I think it should also be in chapter 13 since that is one likely place that someone is going to refer back to when modifying their org units.

Unless running autogen isn't actually required anymore after org unit changes?
