[OPEN-ILS-DOCUMENTATION] new 2.8 documentation added

Hello DIG!

I recently added several pieces of documentation for 2.8 to the official
Evergreen documentation.  The features added are:

Negative Balances on Patron Accounts
Patron Message Center
Duplicate Purchase Order Name Warning Dialog
Display a Count of Existing Copies on Acquisitions line items

I also added documentation for the Duplicate Serials Barcode warning in 2.6
that didn't make it in to the documentation before now.

The new docs are in the master version of the official documentation, as
well as the the appropriate release versions.  They can also be found on
Equinox Software's website: http://esilibrary.com/category/documentation
