[OPEN-ILS-DOCUMENTATION] Josh Stompro can now push documentation to main EG comrepository

Hello,

I wanted to announce that Josh Stompro has been given access to push
documentation commits to the main EG repo that also house the official
documentation. In a short amount of time Josh has provided a lot help
and demonstrated proficiency in both AsciiDoc and git. Thanks Josh!

I also updated the description of the requirements needed to give a
