Hi all,

I have created two new wiki pages for creating the table of contents  
for the circ and admin books.

I added links on both pages to the relevant sections of the table of  
contents in the official 2.9 docs as well as to the Sitka docs (I  
think we have a few sections that aren't currently in the official  
docs).
