[OPEN-ILS-DOCUMENTATION] 2.11 Copy Status "Is Available" Flag doc

Hi all,

I finished the addition for the Copy Status "Is Available" Flag for the
2.11 docs.  But I can't remember what to do next to actually get it in.
(Sorry--Yamil has told me how at least 3 time....)

It goes in docs-admin--copy_statuses on the git repository, under the
paragraph "*Sets Copy Active" and before "Evergreen comes pre-loaded with a
number of copy statuses".
