I just realized that you said that already in your previous message.  Sorry for making you repeat yourself!

I have pushed your doc into the 2.12+ repositories.  I made a small menu wording change ("Local Admin" to "Local Administration") to match the web client wording.  Otherwise, it looks great.

* 50. Circulation Limit Sets
