[OPEN-ILS-DOCUMENTATION] Cash reports documentation

Hi all,

I threw together some documentation for the previously undocumented
Cash reports.  I thought it could be inserted between "Call number
Prefixes and Suffixes" and "Circulation Limit Sets" in the "System
Administration From the Staff Client" part of the documentation.
