[OPEN-ILS-DOCUMENTATION] Retire the "webclient" docs wiki page

Hi DIG,

Since we've mostly finished reviewing all the docs for web client updates
(thanks to all who helped!), I thought it best to retire that wiki page (
evergreen-docs:webclient
<https://wiki.evergreen-ils.org/doku.php?id=evergreen-docs:webclient>) and
move remaining tasks into Launchpad bugs.  The only thing left unresolved
is the few tasks assigned to people, which I've flagged with the "FIXME"
tag so they are easy to see.  (There's no shame in saying you can't finish
your task right now. Tell me privately if you want, and I'll move it to
launchpad.  Oh, is that my name on one of those tasks? ... )

So, if you want to choose your next task (or help someone new find an easy
task), the current best place to start is:
