[OPEN-ILS-DOCUMENTATION] Evergreen 3.2 Cataloging Manual

Hi all,

I've been working on a local cataloging manual for the NTLC consortium. I'm sharing it here in hopes that it'll be helpful, even though it's still in progress.

I apologize for the non-manual portions of the document; Word chokes every time I try to make large revisions (like taking out that many pages at once), so I figured it was best to submit the whole thing for now.
