[OPEN-ILS-GENERAL] movie downloads

An in-depth review of five commercial web sites for downloading feature-length movies was published at few days ago at 
http://www.extremetech.com/article2/0,1697,2078459,00.asp

The Denver Public Library has begun to provide videos for download, although with a very limited selection of videos.  

This may be more of a licensing than a technical issue, but is movie and popular music downloads a topic of consideration at PINES?  It would seem that a large consortium would be better able to negotiate a license with the movie and recording industries than single library or a small consortium.  And, the license would relate to technical considerations such as implementation of digital rights management.  I hope it is not premature or off-topic to raise this topic here.
