[OPEN-ILS-GENERAL] Question about rule precedence

Hello everyone,

I was wondering if anyone knew where I might find some very detailed
information about what my uninformed brain can only term "rule
precedence" relating to items being holdable, circulatable, opac
visible, etc...

Specifically, I'm looking to find out what takes priority between
"Shelving Location" "Circulation Modifier" and Copy attributes. If a
shelving location is defined as being "Circulate: no, Holdable: no" can
a circulation modifier override that? Can copy attributes? Can a
circulation modifier "non-circulating" override copy attributes? Or vice
versa? Basically, there are so many moving parts here, I'm having a hard
time wrapping my head around it and would greatly appreciate any insight
anyone can provide. Links to documentation that describes the
interaction between these three things would also be appreciated!
