[OPEN-ILS-GENERAL] permissions

Hello Group,
Inside of my Consortium I have created 2 libraries (Library1 and 
Library2), and planning to restrict the catalogers from each library to 
be able to edit the records from other library. How can I do this? All 
my attempts are not successful. From the 'Admin' -> 'Server Settings' -> 
'Permission Groups' for the category 'Catalogers' I am changing in the 
'Group Permissions'  the status to the Branch for 'Create_MARC', 
'UPDATE_MARC' etc.
No any success. Catalogers from the Library 1 are able to edit the 
records created in the Library2 by the cataloger assigned only to the 
Library2.
Any solutions, suggestions?
In general my problem is to restrict the catalogers from the Library1 to 
be able to edit the records in the Library2, and vice-versa.
