[OPEN-ILS-GENERAL] What happens to legacy fines

We have some libraries that migrated legacy fines that appear on the
patron's record as "legacy fine".  If the patron home library is changed
because the patron moves to a new library district how does the system
identify that the legacy fine remains owed to the original home library?
