One other thing to consider is that in Evergreen, a "volume" is a
combination of record + library + call number label.  The big
limitation here is being restricted to one library for one volume
hold.  This touches on the serials modeling that Dan Wells et al. are
doing; in an ideal world, if a patron were to place a specific hold on
volume 2 of a certain series, that hold would reach across multiple
libraries if policy (and cataloging practice) allowed.
