[OPEN-ILS-GENERAL] Acquisitions

I have been playing a lot with our Evergreen Alpha 3 install with
acquisitions and I was wondering if someone could clarify or correct on the
following:


   - What does activate do for the PO?
   - It appears when an order is activated it encumbers the funds
