[OPEN-ILS-GENERAL] Report for claims returned

Hi Mary

A 'claims returned' item will have data in the action.circulation  
table in the following columns.

husk=# select stop_fines,stop_fines_time from action.circulation where  
stop_fines like 'CL%' limit 1;
    stop_fines   |    stop_fines_time
----------------+------------------------
  CLAIMSRETURNED | 2009-06-24 00:00:00-07
