Other tests:
lib-drupal.mohawkcollege.ca (142.222.145.74) another linux virtual machine -- doesn't seem to connect from everywhere
lib-wind.mohawkcollege.ca (142.222.145.72) windows server 2008 machine a virtual machine -- seems to connect from everywhere
It seems that the issue is occurring on linux virtual machines. Other dedicated linux servers I have set up such as libcat.mohawkcollege.ca do not have this issue even though it has the same configuration as the libdog.mohawkcollege.ca server.
What should I look into at on my end? Should I be talking to the VMWare server administrators?

I can also access the Mohawk College website, Library site, and Evergreen OPAC fine without a problem.
The operating systems I use are: Mac OS X 10.6.5 (Snow Leopard) and Windows XP Professional SP3.
