I think this is the section of the documentation that will help you: http://docs.evergreen-ils.org/1.6/draft/html/lsa-group-penalty.html (Group Penalty Thresholds).  Set PATRON_EXCEEDS_CHECKOUT_COUNT to 3 for the 'limited' group.

Most of our patrons are in a 'regular' group which is permitted to check out 20 items.

We need to set up a group for new users & patrons who are paying off a large fine allowing them to check out only 3 items at a time.

I was told that we would need to setup a profile for the limited group.
We have set up the 'limited' group and can add patrons to it.  However, we don't understand how/where to set the limit.  I

t's fine to refer me to a documentation site.  The info I need is probably on one but I can't find it.

We're a single planting wannabee trying to come up on 1.6.0.8 if that makes a difference.
