[OPEN-ILS-GENERAL] Update Org Address Permission

Are there any known issues with this?  When given the permission "Update Org
Address" and "Update Org Unit Closing" the user has not been able to update
the information.  I can enter the information but I get no error.  However,
with the everything permission, it seems to work.
