[OPEN-ILS-GENERAL] Default state setting in patron driver's license field

Hello Jesse,

On 1.6 you need to edit '/openils/var/web/xul/server/patron/ue_config.js'.  Near the top you will find a 'defaultState' variable set to 'GA'.
