[OPEN-ILS-GENERAL] Receipt.bat is not a valid Win32 application

Evergreen staff client v2.07
Windows XP Pro (sp3)

When printing a spine label, one of our workstations throws the error:
C:\Documents and Settings\userID\Application Data\OpenILS\open_ils_staff_client\Profiles\730le3ud.default\chrome\receipt.bat is not a valid Win32 application.

I saw this error mentioned in some of the older (2008) IRC channel chat logs but never saw a definitive fix.

The file itself is empty.
It is not marked "Read-only" or "hidden"

Anyone encountered this?
