[OPEN-ILS-GENERAL] global.juvenile_age_threshold

I have a couple of quick questions.  Thank you in advance to anyone who can help me!

Does "global.juvenile_age_threshold" refer the to maximum age a user would still be considered a juvenile (ex. 17), or the age at which (s)he is no longer considered a juvenile (ex. 18)?

Is it just a statistical category, or does it affect other things?

Is it included in a SIP patron info response?
