I recently had a similar question regarding action trigger documentation: http://list.georgialibraries.org/pipermail/open-ils-general/2012-August/007194.html.
Most likely, what you are observing is due to the process that was used to port existing documentation to future versions. If there was no volunteer to test/review and/or convert to Asciidoc a given section, documentation was not moved forward.
I think there was agreement to change that process. So, from now on all documentation will move forward and applied to the new version, even if it wasn't tested -- with an appropriate disclaimer, perhaps. The idea was that it would be better to have some documentation, even if it wasn't tested, then missing sections.
