Thanks to Pam and Bill. I checked our settings and the cancellation reason
the library has used is set to False under Keep Debits. So I think what's
going on here is an expectation on the librarian's part that he would see a
change reflected at the lineitem level, which Pam has confirmed does not
happen.
Thanks for shedding some light on this.

This is behavior is configurable for each cancel reason. In the staff
client, you can set them up under admin -> server admin -> acq -> cancel
reasons. Note the "Keep Debits" column.
