[OPEN-ILS-GENERAL] Permissions with MARC Import Remove Fields

Hi Kathy,

It looks like you currently need one of those 3 permissions in order to
view the Remove Fields groups/values.  That's an oversight.  They really
should publicly visible or at least visible to all staff.
