[OPEN-ILS-GENERAL] Axis 360 and Evergreen

I'm not personally familiar with 360 other than by reputation but I would
imagine it allows for authentication via SIP or SIP2, both of which are
supported in Evergreen.  Beyond authentication is a whole other issue :)
