[OPEN-ILS-GENERAL] Facility to Add Patron's Photo

The news from IRC is that if you're interested in this, it'd be appropriate
to add as a wishlist item/bug report in LaunchPad.  Some things have been
done locally that would be similar to this.  Please note that if this is
something that you'd like to see developed sooner rather than later, it
never hurts to have some development money available.
