I believe FULFILL block means that a captured hold won't be able to be checked out, and a HOLD block means that patron won't be able to place hold.

Now the follow up question. Each of these "standing penalties" have CIRClFULFILLlHOLDlCAPTURElRENEW. 
What does "FULFILL" and "HOLD" mean in this context?

I believe under Admin --> Local Administration --> Standing Penalties, there is a setting with label "Patron exceeds fine threshold".
I believe if you remove the "CAPTURE" block from the block list, holds will be captured for the card even though the patron exeeds fines.

In the Local Administration menu, there is a Standing Penalties option.  There is an option for PATRON_EXCEEDS_FINES that you can change to remove CAPTURE from the block_list.  This should allow patrons to have holds captured regardless of fine penalties.
