[OPEN-ILS-GENERAL] reasons a hold would fail to update

Hi,

What are some reasons a hold would fail to update? I have run into items that won't allow me to update the pickup library if they are already in transit, but this is a hold that Evergreen hasn't even located a copy for yet, and it won't let me update the pickup library either from the patron record or the item record.

We are running 2.3.2.
