[OPEN-ILS-GENERAL] Copy holds on individual magazines from OPAC

We allow volume holds on our OPAC. Copy hold should be the same. You  
grant perm COPY_HOLD to the user groups and provide a link to placing  
copy hold on OPAC. You may check our OPAC  
https://catalogue.libraries.coop.
