[OPEN-ILS-GENERAL] follow-up on "can't save changes in Coded Value Map"

Turns out, after all that fuss, that it WAS a permission issue. I was either using a different login when I was editing the MARC Coded Value Maps previously, or I somehow lost the permission.

I will dig around for a Launchpad bug to clear this up by asking for some sort of message, preferably a pop-up box, to show when this permission-based error occurs. Currently nothing happens, which is confusing.

For reference, the permission needed to edit the MARC Coded Value Maps is 'ADMIN_CODED_VALUE'.
