[OPEN-ILS-GENERAL] serials

We are using the serials module in Forsyth County, North Carolina as part
of the NC Cardinal consortium.

We have only been doing this since February so I am still learning and I am
not creating item when we receive issues.  We add items only when we they
are ready to circulate.  I'm happy to share everything I have learned.
