[OPEN-ILS-GENERAL] Standing Penalties

Hi all,

I am trying to figure out the standing penalties in Evergreen. "Fulfill" has me stumped. Does this mean that an item won't be targeted to fulfill a hold if the patron meets the criteria described in the label?

And does "capture" mean an item won't be captured to fulfill a hold if the patron meets that criteria?

Still learning...
