[OPEN-ILS-GENERAL] Placing holds on items with different Mint Condition Fields

Hello,

We have a few libraries in our consortium who utilize the (good/mediocre) copy quality field within item records. Recently, There was an issue with holds never being filled on items that were the sole copy in the consortium. Everything looked to be set correctly so that the item could fill a hold. However, the copy quality was set to "Mediocre". Resetting the hold within the patron's record to accept any copy condition fixed the issue. Otherwise, we had some holds showing "No Copy" or "Waiting for copy" spinning around not finding the mediocre item.

I just had a few questions about placing holds on copies where the mint_condition field is set to FALSE or "Mediocre":

-The mint_condition field seems to default to TRUE or "Good" when placing a hold request on a copy. So, by default, when a patron or staff member places a hold, is the hold targeter only looking for copies with a "Good" status and disregarding copies set to "Mediocre"? I know that you can go into the patron's record -> Actions for Selected Holds > Set Desired Copy Quality and change the status to "Any (also Mediocre?)" which looks for copies with a FALSE flag I assume, but I'm more concerned about the initial behavior.

-I was curious if there is some trick or way to get the hold targeter to look for both quality settings as a default instead of simply "Good" if the above is the case. Something in action.pm or Holds.pm?
