[OPEN-ILS-GENERAL] serial patterns not acting as before

Since moving from 2.3.4 to 2.5.2, new patterns I create using "use number of issues per year" rather than "select frequency" are not generating predictions. The thinking bar spins and spins without error-ing out.

This is only affecting new patterns created since 2.5.2. Anything I created with "use number of issues per year" previous to the upgrade are still generating predictions as usual.
