[OPEN-ILS-GENERAL] Library Elf and Evergreen

For the non-email users, I know there's a way to feed hold notification 
data into a telephony system -- I would imagine (but don't know for 
sure) that this could be adapted to be used for pre-due notices as 
well.  We don't use this particular feature so I'm shaky on its details.
