[OPEN-ILS-GENERAL] Resetting karma in IRC

What's the point of doing this?

Why erase karma for people who have been big contributors in the past, but
may not be AS active now, but are still active? If there is a particular
set of users that we feel need karma reset, that seems fine, but why erase
the entire history?
