[OPEN-ILS-GENERAL] Customizing Pre-Cat "routed to CATALOGING" Alert

I'm sure it can be modified if you're willing to build a custom staff
client.   Someone else might know off hand if there's a way in staff client
GUI to do it but I'm assuming you've already looked there.
