Hi Elizabeth,
It's certainly possible and pretty easy.
The file you need to edit/change is
/openils/var/<your custom templates directory>/opac/parts/result/lowhits.tt2
You can change the text, add contact links, etc. in that file.

I was curious if anyone has customized the text on the 'zero_search_hits_main' page of the TPAC. I'd like to put in a link to how to contact us when patrons get an empty search. It seems simple enough, but wanted to make sure it was possible.
