[OPEN-ILS-GENERAL] REL 2.10 and export non-imported records

Hi Janet,

I can load the code Dan contributed yesterday to 
https://bugs.launchpad.net/evergreen/+bug/1611495 on a MassLNC VM if you 
(or anyone else on the list) want to test it to see if it fixes the issue.
