[OPEN-ILS-GENERAL] Launchpad translations: "This translation is not open for changes."

Hi all,

I was checking out the translations interface on launchpad, and I kept
running into the message

"No translation group has been assigned. This translation is not open
for changes."

Do I need specific permissions or group membership to be able to contribute?
