[OPEN-ILS-GENERAL] Billing notices?

Our overdue notices, when we charged fines, included the amount due.  In my
mind, this functions as both a notice and bill.  It also includes the price
of the item (I'm sure you know) in case it needs to be replaced.

It seems like double duty to create something else within the ILS that is
accomplished by the print notifications.
