[OPEN-ILS-GENERAL] Keep Annotate Payment as default

Hi,

Is there a way to have the 'annotate' portion of the bills stay permanently checked off? My library is trying to keep track of fine payments taken (staff initials will be entered for each payment taken) and I have noticed that the check mark disappears.
